These uniform Guidelines constitute a set of practical measures designed to enhance the identification of victims of human trafficking by front-line professionals engaged in migrant and refugee reception procedures in the OSCE region. These Guidelines supplement and should be considered in conjunction with the report of the Office of the OSCE Special Representative and Co-ordinator for Combating Trafficking in Human Beings (OSR/CTHB) “From Reception to Recognition: Identifying and Protecting Human Trafficking Victims in Mixed Migration Flows – A Focus on First Identification and Reception Facilities for Refugees and Migrants in the OSCE Region”.1
