PAII-T is the acronym of the joint program between the European Union and the Council of Europe entitled “Projet d’Appui aux Instances Indépendantes en Tunisie”. This program has a budget of €5,556,000, 90% of which is financed by the European Union and 10% by the Council of Europe. Implemented by the latter, the PAII-T began on January 1, 2019 and will end on December 31, 2021. It is an integral part of the Support Program for Civil Society and Independent Bodies (PASC) of the Union European.

The “Support Project for Independent Bodies in Tunisia” aims to support the establishment of independent bodies and support them in the exercise of their mandate. To these ends, the Council of Europe could:

• Support legislative reforms;
• Support the improvement of their internal organization;
• Strengthen the capacities of their members and staff;
• Support the effective exercise of their statutory missions;
• Encourage synergies of action between the authorities and their European and MENA region counterparts.

For the achievement of each of these objectives, the Council of Europe will provide targeted and tailored technical support to the bodies.

The action of the Council of Europe within the framework of PAII-T complements and follows on from the results obtained by the South Programme, a joint regional program between the European Union and the Council of Europe in the southern Mediterranean.

The direct beneficiaries targeted by this project are the independent bodies provided for by the 2014 Constitution, i.e.:

• the Anti-Corruption Authority (INLUCC / IBOGOLUCC);
• the Audiovisual Communication Regulatory Authority (HAICA/ICA);
• the Human Rights Commission (IDH);
• the Forum for Sustainable Development and the Rights of Future Generations (IDDDGF); And
• the Independent High Authority for Elections (ISIE).

The Council of Europe will also provide support to other bodies, for example:

• the National Authority for Access to Information (INAI),
• the National Authority for the Fight against Trafficking in Persons (INLTP),
• the National Authority for the Prevention of Torture (INPT), and
• the National Authority for the Protection of Personal Data (INPDP).
• Civil society will also be engaged as an essential partner for the implementation of the programme. The gender dimension, in particular to promote gender equality, will be taken into account across the board.

The final beneficiary of the project is the entire Tunisian population who will benefit from an improved legal framework and better functioning of civil society and independent bodies.
